Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are waged: positive announcements are released from various governments. Significant resources is allocated on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from Russian territory, a capability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats flew past – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a incoming threat. This was a advanced protection mechanism at work, most likely delivered by partner states. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly transforms into sober acceptance: possibly the approaching threat won't strike its target this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.
With pauses, this continued until dawn. Kyiv awoke to the morning news: multiple fatalities, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are clearly incapable to fill in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new approach from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, persist.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a premise understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to surrender the areas that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does nothing to discourage Russia, through words or deeds, from assuming that the current condition will not shift further in its benefit in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until situations evolve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unacceptable, so that their focus does not switch to domestic problems. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
